people which also gives disabled members priority access to the breakdown

Motability is a scheme whereby people who receive mobility allowance can
use it towards buying a car, a motorized scooter or a wheelchair. The vehicle
may be used by the carer or the person cared for. See Welfare Rights or Citizens Advice Bureau
for information about how to claim this benefit.

The Department of Transport run an information and advice service called
MAVIS (Mobility Advice and Information Service). It provides practical advice on driving, car adaptations and
car choice for passengers and drivers with disabilities. It has a permanent display of vehicles and equipment plus a
reconstructed road network where people can test drive vehicles.
